Interlevel Structures of Educational Data for Assessing the Quality of General Education
Abstract
Digital services of federal information systems make it possible to complement the results of evaluation procedures at different levels of quality management: federal, regional, municipal and institutional. The authors resort to the concept of end-to-end data and show how such data can be aggregated without redundant procedures. The emphasis is placed on the resource approach to the aggregation of educational data. The complexity of using educational results to solve educational management problems is due, among other things, to the influence on the results of a large number of factors external to the educational organization, as well as the resource provision of the education system. For many years, the quality of educational results has been associated mainly with the availability of certain material and technical resources and the financing of educational organizations. Information about human resources was not actively used at the same time. In recent years, in addition to the characteristics of resource provision, data from the social and economic context have been increasingly used in the practice of analyzing educational results, when the analysis of results is built taking into account data on the context of their achievement.
