Identification Problem of Family Dysfunctions in the Early Stages (Analysis of the Regulatory Framework)

Protecting the right of a child to live and be brought up in a family is an important area of State social policy. The realization of this right requires the identification of a violation of the functioning of the family at the initial stages. For early detection of dysfunctional families, it is necessary to establish clear rules for the exchange of information about dysfunctional families. This requirement is not currently being met. The Law on Education does not impose on teaching staff the obligation to inform the guardianship authorities about crisis families. The Law on the Protection of Citizens' Health does not allow medical workers to send information received during the provision of medical care to the guardianship authorities.
