Psychological service of the penitentiary system as a standard model of ministerial

Abstract

The experience of foundation and development of psychological service as a structural unit of a department is analyzed from the position of system approach in this paper. By using an example of the penal system, the author shows that for the successful functioning of the ministerial psychological service the following organizational conditions should be provided: determined mission and purpose of the activity; regulated legal and ethical principles of psychologists’ work; developed organizational structure at all levels of government (from ministries, central board to grassroots agencies and facilities); regulated functions and key activities of psychologists; organized system of training, retraining and advanced training of specialists (psychologists), scientific and methodical support of psychological services; provided strategic and operational management, the necessary material-technical prerequisites. The presented standard model of psychological support of the ministry is based on ten years of experience in management of psychological services of the penitentiary system.
